NEW DELHI: Today (17th July): The CBI has alleged that Delhi Chief Minister Arvind Kejriwal intentionally manipulated the now-defunct liquor policy, resulting in substantial profits for wholesalers in exchange for illegal gratification of Rs 100 crore from the South Group to finance AAP’s election expenses for the Goa polls.

In an affidavit submitted to the Delhi High Court, obtained exclusively by India Today, the CBI claimed that Kejriwal increased liquor wholesalers’ profit margins from 5% to 12% without justification.

Delhi Chief Minister Arvind Kejriwal is at the center of two crucial legal proceedings. One concerns his plea for regular bail in the Central Bureau of Investigation’s (CBI) complaint, and the other challenges his arrest by the CBI.

On July 5, the Court sought the CBI’s response to Kejriwal’s bail plea, noting that he approached the High Court directly for bail instead of first moving through the trial court.

Kejriwal was arrested by the CBI on June 26 while already in custody for the Enforcement Directorate’s (ED) money laundering case related to the excise policy scam. During the hearing, Kejriwal argued that the CBI action against him in the liquor policy case was merely an “insurance arrest.”

Senior advocate Abhishek Manu Singhvi, representing Kejriwal, argued before the Delhi High Court, stating that the CBI’s intention was to keep Kejriwal behind bars by any means necessary.

Kejriwal was arrested from Tihar Jail on June 26 as part of the CBI’s investigation into corruption allegations related to the liquor policy.

“Arvind Kejriwal is part of the conspiracy in the liquor scam. All Delhi government decisions were taken only as per his directions,” the CBI said.

The agency asserted that the Cabinet led by Kejriwal retroactively approved former Delhi minister Manish Sisodia’s decisions on the liquor policy. They also claimed Kejriwal’s influence played a role in blocking a Corruption Act inquiry in Punjab.

“Kejriwal’s influence and clout is evident. He commands influence not only over the Government of GNCT of Delhi being the Chief Minister, but also over any or all relevant decisions and activities concerning AAP,” the CBI claimed.

The CBI criticized Kejriwal for being uncooperative and evasive throughout their investigation, arguing that his release on bail could seriously prejudice ongoing investigations and legal proceedings.

The agency described the economic offenses Kejriwal is accused of as serious, emphasizing that attempts by the Chief Minister to sensationalize the case are regrettable.

Background of the Arrest

The CBI, investigating allegations of corruption against Kejriwal linked to the liquor policy, arrested him from Tihar Jail on June 26. At that time, Kejriwal was already in judicial custody due to a money laundering case connected to the same scandal. Last week, the Supreme Court granted Kejriwal interim bail in the ED case.
