UP: A petition has been filed in the National Green Tribunal (NGT) regarding the non-implementation of its previous instructions related to the ongoing Maha Kumbh Mela in Prayagraj, Uttar Pradesh.
Amitabh Thakur, the National President of Azad Adhikar Sena, has expressed serious concern over the situation. He claimed that even after three weeks since the NGT’s directions, the guidelines have not been followed, which is putting the safety of pilgrims at great risk.
Thakur has filed the plea seeking immediate compliance with these orders.
The petition refers to the NGT’s order dated December 23, 2024, in the case of Kamlesh Singh vs. State of Uttar Pradesh.
The order instructed the Central Pollution Control Board (CPCB) and Uttar Pradesh Pollution Control Board (UPPCB) to take water samples at the confluence of the Ganga and Yamuna rivers at least twice a week.
It also directed that these results be made publicly available on their official websites. The status of the Sewage Treatment Plants (STP) and Geo Tubes used for waste management is also required to be included in these reports.

Additionally, the online monitoring data of these activities was mandated to be displayed on the official websites. The petitioner mentioned that he had written to the Chairpersons of CPCB and UPPCB, urging them to implement these instructions.
Furthermore, he shared a copy of the letter with the Prime Minister and the Chief Minister of Uttar Pradesh to draw their attention to the matter.
The petition highlights that the tribunal had earlier issued a significant ruling in this regard. The NGT had specifically directed the officials of Uttar Pradesh to maintain the water quality of the Ganga and Yamuna rivers at a level suitable for drinking and bathing at all times.
It also ordered that all necessary steps be taken to ensure that no solid waste or untreated sewage is discharged into these rivers.
The court had asked the CPCB and UPPCB to submit two detailed action reports by December 31, 2024, and February 28, 2025, showing their progress on the directives. It emphasized the need for regular monitoring of water quality in the Ganga and Yamuna rivers during the Maha Kumbh Mela.
The officials were tasked with ensuring that no untreated sewage or solid waste was released into the rivers from any drain in Prayagraj.
The petitioner raised alarm, stating-
“Instructions not being followed, tampering with the safety of the pilgrims.”
The plea urges immediate action from the authorities to ensure that the safety of the pilgrims and the sanctity of the Maha Kumbh Mela are not compromised.
