DELHI: Today(on 7th June), The Special Cell of Delhi Police has filed a comprehensive chargesheet in the Parliament security breach case, presenting it to Delhi’s Patiala House Court. The extensive chargesheet, spanning approximately 1000 pages, names six accused: Manoranjan D, Lalit Jha, Amol Shinde, Mahesh Kumawat, Sagar Sharma, and Neelam Azad.
Special Public Prosecutor (SPP) Akhand Pratap Singh represented the Delhi Police in court, submitting that sanctions for prosecution under Section 186 of the Indian Penal Code (IPC) and Section 13 of the Unlawful Activities (Prevention) Act (UAPA) are still pending. Singh assured the court that a supplementary chargesheet addressing these sanctions would be filed within two weeks.
“Sanctions for prosecution under Section 186 IPC and Section 13 of UAPA are pending, with a supplementary chargesheet expected to be filed within two weeks.”

Taking note of these submissions, Additional Sessions Judge Dr. Hardeep Kaur scheduled the next hearing for the supplementary chargesheet on July 15.
The six accused, whose judicial custody had ended, were produced before the court. The court extended their judicial custody until July 15.
Delhi Lieutenant Governor (LG) VK Saxena granted prosecution sanction under the UAPA against the six individuals accused of the Parliament attack on December 13, 2023. Saxena’s sanction specifically targets the accused for their alleged role in attacking the Parliament while the House was in session. The accused—Manoranjan D, Sagar Sharma, Amol Dhanraj Shinde, Neelam Ranolia, Lalit Jha, and Mahesh Kumawat—are charged with illegally entering the Parliament premises and deploying smoke canisters into the Lok Sabha during a live session.

The chargesheet details the security breach incident, emphasizing the severity of the accused’s actions and their implications on national security. It outlines the sequence of events leading to the breach, the roles of each accused, and the evidence gathered against them. The chargesheet also underscores the need for stringent legal actions to prevent such security lapses in the future.
The court proceedings and the filing of the chargesheet mark a significant step in the legal process following the unprecedented security breach. The Delhi Police and prosecution are meticulously building their case to ensure that justice is served, and those responsible for compromising the security of the Parliament are held accountable.
On the solemn anniversary of the Parliament attack, an alarming security breach at the esteemed institution has resulted in significant legal actions against six individuals currently held in judicial custody. The case, initially registered by Delhi Police under FIR No. 142/23 on December 14, 2023, encapsulates serious charges stemming from disruptive activities at the Parliament.
Delhi Police, after a meticulous investigation, had sought permission to prosecute these individuals under stringent sections of the Unlawful Activities (Prevention) Act (UAPA). This request was directed towards the competent authority, the Lt. Governor, who, after reviewing the materials presented, sanctioned the prosecution.
“The Delhi Police had sought prosecution under sections 16 and 18 of UAPA from the competent authority, namely the Lt. Governor. After finding sufficient evidence on record, the Lt. Governor granted prosecution sanction.”

Further deliberations by the Review Committee (Department of Prosecution, Tis Hazari, Delhi) on May 30 led to a reevaluation of the collected evidence. The committee rigorously scrutinized the evidence gathered by the Investigating Agency, affirming the involvement of the accused in activities linked to the notorious Parliament attack case.
The Review Committee decisively concluded-
“Prima facie, the accused were found to have a case against them under UAPA.”

The sequence of events began with a complaint by the Security officer in the Lok Sabha, prompting the registration of the case under various sections of the Indian Penal Code (IPC) alongside critical sections of the UAPA at the Parliament Street Police Station. Highlighting the gravity and sensitivity of the case, the investigation was subsequently transferred to the adept hands of the Counter Intelligence Unit of the PS Special Cell, New Delhi.
