All Delhi district court lawyers will abstain from work on August 22-23 to protest a notification allowing police stations to record evidence. The Bar calls it “arbitrary, unlawful and anti-justice.”

New Delhi: On August 21, the Coordination Committee of All District Courts Bar Associations of Delhi taken a strong stand against a recent notification of the Lieutenant Governor of Delhi. The Committee has announced a complete boycott of court work in all district courts of Delhi on August 22 and 23, 2025, as a mark of protest.

In an official message, the Committee said,

“It has been unanimously decided by Coordination Committee of Delhi District Courts to complete abstain from work on Friday i.e 22.8.2025 in all District Courts of Delhi. Kindly Cooperate.”

Later, a press release was issued where the Committee made the decision of an indefinite strike clear.

It stated,

“All District Bar Associations of Delhi, under the Coordination Committee, have unanimously decided to go on an indefinite strike with immediate effect. Despite the 48-hour ultimatum and formal representation, the Government has not withdrawn the recent notification allowing police depositions from police stations. The Bar strongly condemns this anti-justice measure that undermines litigants’ rights and the trial process. The strike will continue until the notification is revoked.”

This protest is against a circular issued on August 13, 2025, by the Lieutenant Governor of Delhi. The circular allows police stations to be treated as designated places for recording the evidence of police officials. Advocates argue that this step will weaken the rights of litigants and the fair trial process.

An urgent meeting of the Coordination Committee was held on August 21, where members voiced their anger and strong opposition.

They said the notification was

“arbitrary, unlawful, and against the fundamental rights of the public and the legal fraternity.”

Before announcing the strike, the Committee had also tried to engage with the authorities. On August 20, the Committee sent a representation to the Lieutenant Governor of Delhi, the Union Home Minister, the Union Law Minister, the Chief Justice of India, the Chief Minister of Delhi, and the Delhi Home Minister.

In the representation, they argued that the new notification clashes with a previous circular issued by the Home Secretary, Government of India, on July 15, 2024. The representation clearly urged that the notification be withdrawn.

The Committee warned that failure to act on this representation within 48 hours would force the Bar Associations to go on a strong protest. As the notification was not withdrawn, the Committee took the final decision of a court boycott.

The Coordination Committee announced,

“No advocate shall appear in any court-either physically or through virtual mode on August 22 and 23. Advocates have been urged to cooperate, and strict action has been warned against those appearing before any court during the protest period.”

The lawyers’ body has also made it clear that this strike will not end until the government withdraws the controversial notification.

The Committee has said it will meet again on August 23 to review the situation and decide on further actions depending on the response of the authorities.
