Actor Vijay’s party TVK has challenged the Election Commission’s Special Intensive Revision of voter rolls in the Supreme Court, calling it unconstitutional and arbitrary. The case is set to trigger a high-voltage political and legal battle in Tamil Nadu.

Actor Vijay’s political party, Tamilaga Vettri Kazhagam (TVK), has moved the Supreme Court challenging the Election Commission of India’s (ECI) decision to conduct a Special Intensive Revision (SIR) of the voter list in Tamil Nadu.
The party has argued that this revision exercise is unfair, unconstitutional, and harmful to genuine voters, especially those from vulnerable sections of society.
The petition has been filed through Advocates Dixita Gohil, Pranjal Agarwal, Shikhar Aggarwal, and Yash S. Vijay.

TVK has requested the Supreme Court to cancel and set aside the ECI notification dated October 27, which introduces the Special Intensive Revision process in ten States and Union Territories, including Tamil Nadu.
In its plea, TVK has stated that the SIR process violates several fundamental rights guaranteed under the Constitution, including Articles 14, 19, 21, 325, and 326. It is also allegedly in violation of the provisions of Sections 21 and 23 of the Representation of the People Act, 1950 (ROPA).
According to the party, the revision exercise is being carried out without valid reasons and amounts to preparing a fresh electoral roll from scratch, which is not permitted under the law.
The party claims that the process allows deletion of voters’ names without giving them proper notice or an opportunity to be heard, which breaks the principle of continuity of voters on the electoral rolls.
This, it says, is against past Supreme Court rulings and the safeguards provided under Rule 21A of the Registration of Electors Rules, 1960.
It states the plea,
“In the motion filed by the petitioner, the SIR imposes heavy and highly arbitrary documentary requirements on voters, which is a case of discrimination against the socially and economically weaker sections, and it also gives a wrong impression of the State’s incompetence in ascertaining citizenry since it places the burden of proof on the voters instead of the State. It is contended that the SIR process involving a compressed timeframe and procedural anomalies constitutes a violation of the law, is arbitrary, and goes against the very principles of justice as it is with regard to the rights of the parties concerned in objection and appeal being inadequately provided”,
TVK has further pointed out serious practical problems in the timing and execution of the SIR exercise. The party has highlighted that the revision is likely to take place during the flood season in Tamil Nadu, which can create major logistical issues.
During such times, government officials and Booth Level Officers (BLOs) are often diverted to flood relief and rescue work, making it difficult to carry out a fair and thorough voter verification exercise.
The plea goes on to say,
“The BLOs are not properly trained and equipped with documents, like they are not provided with the revision lists from previous exercises and there are not enough enumeration forms; thus, the process is arbitrary and rushed,”
The petition also raises concerns about lack of transparency and accountability in the entire process. It claims that there is poor public awareness about how document verification and enumeration will be conducted and that there is no clear system to hold BLOs responsible if they fail to visit households or wrongly verify voter details.
“It points out that “there is insufficient public information about the document verification and enumeration procedures and no accountability for the BLOs who do not carry out their visits or do not verify the details correctly.”
Has been reported by the plea,
“Certain groups of people such as migrant workers, orphans, and married women without documents suffer unreasonable difficulties because of different documentary requirements, and the online system used is prone to errors and does not have a mechanism for handling complaints,”

Through this petition, TVK has urged the Supreme Court to intervene and protect the voting rights of citizens, arguing that the current SIR process is not only legally flawed but also socially discriminatory and administratively impractical.
The party maintains that unless this notification is quashed, lakhs of genuine voters in Tamil Nadu risk being unfairly removed from the electoral rolls, which could directly impact the democratic process.
