The Supreme Court of India has entered into an MoU with the Supreme Court of Bhutan to facilitate the exchange of young legal professionals. Two Bhutanese law clerks will work with Indian judges for three months to enhance judicial cooperation.

NEW DELHI: The Supreme Court of India has entered into a Memorandum of Understanding (MoU) with the Supreme Court of Bhutan aimed at promoting professional exchange among young members of the legal fraternity. The development was announced on Monday by Chief Justice of India Justice Surya Kant during court proceedings.
Under the agreement, the Indian apex court will host two Bhutanese law clerks for a period of three months, providing them with exposure to the highest level of judicial functioning in India. The Chief Justice announced while addressing a full courtroom at the start of the day’s hearing.
According to Justice Surya Kant, the visiting law clerks will:
- Receive the same honorarium as Indian Supreme Court law clerks
- Have their travel expenses borne by the Supreme Court of India
- Be assigned to work in different courts during their stay
Introducing the Bhutanese clerks to the courtroom, the Chief Justice described them as “young and bright,” expressing confidence in their professional capabilities.
“We have entered into an MoU with the Supreme Court of Bhutan, on the basis of which there will be two law clerks who will be paid on the basis of our honorarium and will be there for a period of three months. We will be taking care of their travelling. Both will be working in different courts, and both are very bright,”
the CJI said.

The MoU is aimed at enhancing institutional collaboration, promoting knowledge sharing, and fostering judicial cooperation between India and Bhutan. By allowing young legal professionals to gain first-hand exposure to another country’s judicial system, the initiative seeks to build long-term professional and institutional ties.
