LUCKNOW: In a significant development concerning tensions between the judiciary and law enforcement, the Lucknow bench of the Allahabad High Court has initiated proceedings to file a First Information Report (FIR) against several police officials following an unauthorized and allegedly misleading entry into the High Court premises and a senior advocate’s chamber.
The FIR (No. 0035/2026) was registered at the Vibhutti Khand Police Station under various sections of the Bharatiya Nyaya Sanhita (BNS), 2023.
Facts of the Incident
According to a complaint submitted by the High Court’s security administration, the events unfolded on Monday evening. Around 5:50 PM, a group of police officers identified in the report as Sub-Inspector Usman Khan, Sub-Inspector Lakhan Singh, and Constable Pushpendra Singh gained entry to the High Court grounds.
They allegedly circumvented security measures by claiming they were visiting the Advocate General/CSC office to submit a counter-affidavit (jawab-daawa). However, an internal investigation and an analysis of CCTV footage later revealed a more concerning scenario:
Unauthorized Search: Rather than proceeding to the CSC office, the officers were observed near Chamber No. C-515, which belongs to Advocate Gufran Siddiqui.
Attempted Apprehension: Witnesses, including Advocate Sajjad Hussain, reported that the officers attempted to “catch” or detain Advocate Siddiqui and his wife, Mrs. Amina Khatun, within their chamber.
False Pretenses: When questioned by court security and fellow advocates, the police officials allegedly claimed to be present concerning a bail application for Case No. 320/2025 (Kakori Police Station). However, verification of the court’s cause list for January 19 confirmed that no such case was scheduled for hearing that day.
The High Court administration, represented by Shailendra Kumar (Registrar Security), asserted that the officers committed a “serious offense” by breaching the security of the High Court and using false pretenses to gain access. The FIR has been registered under sections 329(3), 217, and 318(2) of the Bharatiya Nyaya Sanhita (BNS).

Additionally, Advocate Sajjad Hussain, who was present as a key witness, has filed a separate FIR (No. 0034/2026). This second report provides a more detailed and personal account of the confrontation between the legal community and police personnel.
The Registrar (Security) emphasized in this report that the entry was “completely unauthorized” and represented a “grave security breach.” The complaint indicates that the entrance was made under the guise of official business for a non-existent court listing, implying a premeditated attempt to harass or illegally detain a court officer.
The High Court administration has submitted the relevant CCTV footage and entry slips used by the accused officers to the investigating team at Vibhuti Khand.
The Lucknow police have launched a formal investigation into the actions of their own officers. The incident has sparked significant outrage within the legal community, with many calling for strict disciplinary measures against the involved personnel for violating the integrity of the judicial premises.
