Punjab and Haryana Bar Council suspended two lawyers for wielding a sword inside court and attacking bar leaders, stating such behaviour amounts to disrespecting the entire legal profession as it violates ethical standards and professional duties under the Advocates Act.

The Bar Council of Punjab and Haryana, in a late-night decision on Wednesday, suspended the licenses of two lawyers following allegations of assault against the Secretary of the Punjab and Haryana High Court Bar Association (PHHCBA) and other advocates.
One of the lawyers was reportedly seen carrying a sword inside the court premises.
At an emergency meeting held around 11 PM, the Council’s special disciplinary committee termed the incident a matter of serious misconduct involving advocates Ravneet Kaur and Simranjit Singh Blassi.
The disciplinary committee said in its order,
“Both of them have targeted the members of the HCBA, as well as the President, Vice President and Secretary of the High Court Bar Association, their such behaviour amounts to disrespecting the entire legal profession as they have violated the ethical standards and professional duties as envisaged under the Advocates Act as well as BCI Rules,”
The committee further pointed out that Kaur’s license had already been referred to the Bar Council of India under Section 26 of the Advocates Act because of her earlier misconduct and concealment of facts at the time of obtaining the license.
Additionally, notices were issued to both lawyers, and they have been prohibited from appearing before any court or authority in the capacity of advocates.
The disciplinary committee of the Bar Council observed that the actions of the two lawyers were aimed not only at members of the High Court Bar Association (HCBA) but also at its President, Vice President, and Secretary.
The committee said,
“Both of them have targeted the members of the HCBA, as well as the President, Vice President and Secretary of the High Court Bar Association, their such behaviour amounts to disrespecting the entire legal profession as they have violated the ethical standards and professional duties as envisaged under the Advocates Act as well as BCI Rules.”
It further recorded that, because of Ravneet Kaur’s earlier misconduct, her license had already been referred to the Bar Council of India (BCI) under Section 26 of the Advocates Act for possible removal of her name from the rolls due to concealment at the time of obtaining her license.
Along with suspending their licenses, the committee also issued notices to both advocates and prohibited them from representing clients in any court or before any authority.
The order stated,
“Therefore, we are of this view that before proceeding further in this case, let a notice be issued to both the Advocates Ravneet Kaur and Simranjit Singh Blassi on their addresses given in the directory of the Bar Association as well as on their Whatsapp numbers for Friday i.e. 19.09.2025 at 03:00 PM. We also request the Worthy Vice President and the Honorary Secretary of the High Court Bar Association to assist us on the said date. In the meantime, the license of the both Advocates Ms. Ravneet Kaur and Sh. Simranjit Singh Blassi, is suspended forthwith and they are restrained from appearing in any court or authority under the law as an advocate, as well as adorning the lawyers’ dress.”
A day earlier, Ravneet Kaur had made a mentioning before a Division Bench headed by Chief Justice Sheel Nagu, alleging that her laptop had been seized by PHHCBA Secretary Gagandeep Jammu.
The court refused to give urgent relief and directed her to seek listing of her case in due course. Justice Nagu, however, requested Senior Advocate Amit Jhanji to help resolve the issue.
Later, the PHHCBA released a notice rejecting Kaur’s allegations and stating that she, along with Simranjit Singh Blassi, had entered the association’s office and misbehaved with the Secretary and other members. The notice further alleged that Blassi was spotted roaming inside the court complex with a sword and even attacked the Secretary and other advocates.
The notice detailed,
“Subsequently, she sought fixing of her matter for tomorrow in CR–1. Despite the objections of nearly 100 members present in court requesting that no such accommodation be granted, her request was allowed. Upon coming out of court, Ms. Ravneet again created a ruckus and, along with Mr. Simranjit Singh Blassi, assaulted members of the Bar. It is further alarming that Mr. Blassi was seen openly roaming in the Court premises with a sword and attacked Secretary and other members of the bar , thereby creating an atmosphere of fear and intimidation. Both were taken away by police officials.”
Earlier, On Wednesday evening, the association also announced that it would observe a strike on September 19 to protest against what it described as police inaction. It also objected to the Court allowing her urgent listing request despite strong opposition from members.
The next day, the PHHCBA confirmed that an FIR had been lodged against Kaur and Blassi. It further informed members that a meeting would be held to decide the next steps.
The secretary’s notice read,
“The Executive Committee shall convene a meeting today at 11:00 a.m. to decide the further course of action. All members are requested to strictly adhere to the Association’s call for strike and not appear in Court today Any deviation from this directive will invite strict action against the concerned member.”
