A new book has been written about Prime Minister Narendra Modi by senior advocate and former president of the Supreme Court Bar Association (SCBA), Adish C Aggarwala. According to an official release on Sunday, the book is titled ‘Modi’s Niti Shastra: The World’s His Oyster’.
This book takes a deep look at the changes and reforms brought in India’s legal system during Modi’s three terms as Prime Minister.
It describes this phase as a “legal revolution” that has not received as much attention as other areas of development.
The release states that, “As Prime Minister Narendra Modi completes an unprecedented 11 consecutive years in office, the spotlight has largely been on his transformative impact in politics, economics, social equity, citizen welfare, national security, and governance.”
It adds that, “Yet, one crucial area that has received relatively limited attention is the remarkable evolution of India’s legal landscape under his leadership.”

The book tries to fill this gap by exploring how India’s legal framework has developed and modernised under Modi’s leadership. While much of the public focus remains on Modi’s contributions to various sectors like economy, governance, and social welfare, this book shifts the focus towards his influence in the legal field.
Senior Advocate Dr. Adish C Aggarwala, former President of the Supreme Court Bar Association and current Chairman of the All India Bar Association, has authored a comprehensive book titled ‘Modi’s Niti Shastra: The World’s His Oyster’.
This book provides a detailed account of the four key pillars of legal reforms carried out under Prime Minister Narendra Modi’s leadership, which have helped shape a new legal and legislative structure in India.
The book highlights that Prime Minister Modi’s leadership has placed India at the forefront of progressive lawmaking in areas such as environmental sustainability, digital infrastructure, and financial technology. The country’s achievements in building a robust digital payments ecosystem, implementing Aadhaar-based identification, and encouraging tech-enabled governance have earned praise globally. In fact, many other nations have started adopting similar systems inspired by India’s model.
“Modi’s leadership has positioned the country as a pioneer in progressive legislation on environmental sustainability, digital infrastructure, and financial technology. India’s advancements in digital payments, Aadhaar-based identification, and technology-driven governance have gained international recognition, with many nations adopting similar models.”
Another major reform pillar is the removal of outdated British-era colonial laws. The Modi government has worked towards replacing these old regulations with modern, Indianised laws that suit the needs of a New India. One of the most historic and bold decisions in this area was the abrogation of Article 370, which removed special status for Jammu and Kashmir and reinforced India’s sovereign and unified legal identity.
“Breaking Colonial Shackles, where Modi’s government has systematically dismantled outdated British-era laws, replacing them with modern legislation that aligns with India’s contemporary realities. The abrogation of Article 370 stands out as a landmark move, severing colonial-era geopolitical dependencies and strengthening India’s sovereign legal identity.”
The third pillar of reform focuses on reducing bureaucratic hurdles by scrapping thousands of old and irrelevant laws. This simplification has made it much easier for citizens and businesses to operate, cutting down red tape and reducing the cost of compliance.
Additionally, by decriminalising petty offences, the legal system has become more citizen-friendly. This step promotes a supportive approach instead of a punitive one and encourages both ease of living and ease of doing business.
“Minimum Government and Maximum Governance have led to the repeal of thousands of obsolete laws, significantly easing bureaucratic constraints and compliance burdens for citizens and businesses alike. The decriminalisation of minor offences reflects a shift towards a more facilitative and citizen-friendly legal system, enhancing the ease of living and doing business across the country.”
The final pillar deals with making the legal system transparent, accountable, and easily accessible. The use of technology in governance—such as digital tracking of subsidies, biometric verification, and targeted welfare delivery systems—has helped reduce corruption and ensure that government benefits reach the people who truly need them.
This tech-enabled legal framework has turned the Indian government into a more data-driven, efficient, and socially responsible institution.

Initiatives such as digital tracking of subsidies, biometric-based verification, and proactive social welfare mechanisms have transformed governance into an efficient, data-driven system that curtails corruption while ensuring equitable resource distribution.”
