Former Supreme Court judge Justice Dinesh Maheshwari has been appointed as the Chairperson of the 23rd Law Commission of India, marking a key development in the country’s legal landscape.

NEW DELHI: In a significant development in India’s legal landscape, the Ministry of Law and Justice has announced the appointment of former Supreme Court judge Justice Dinesh Maheshwari as the Chairperson of the 23rd Law Commission of India.
The announcement was made on April 15, 2025, with the official communication noting that Prime Minister Narendra Modi approved the appointments based on the proposal submitted by the Department of Legal Affairs.
Joining Justice Maheshwari on the panel are Advocate Hitesh Jain and Professor D. P. Verma, who have been appointed as full-time members. Notably, Prof. Verma also served as a member of the previous Law Commission, bringing continuity and experience to the new body. The trio assumed charge the same day, marking the formal commencement of the 23rd Law Commission’s work.
The 23rd Law Commission was initially constituted on September 3, 2024, for a tenure of three years. One of the key mandates of the commission, as per its terms of reference, is to examine the feasibility and implications of implementing a Uniform Civil Code (UCC) across the country—a matter that has been a subject of national debate and political significance.

Justice Dinesh Maheshwari’s distinguished judicial career spans nearly two decades. He began his journey in the higher judiciary with his appointment as a judge of the Rajasthan High Court in September 2004. A decade later, he was transferred to the Allahabad High Court in July 2014.
In February 2016, he took charge as the Chief Justice of the Meghalaya High Court, and subsequently, in February 2018, he was appointed the Chief Justice of the Karnataka High Court. His elevation to the Supreme Court of India came in January 2019, and he served there until his retirement on May 14, 2023.
With his extensive experience across multiple High Courts and the apex court, Justice Maheshwari brings deep insight into the functioning of the Indian judiciary.
His leadership of the 23rd Law Commission is expected to contribute meaningfully to the ongoing reforms and recommendations on critical legal issues, including personal laws, legal codification, and systemic improvements in the administration of justice.
