J&K HC Bar Association: “Clerks, Litigants, And Public Barred From Wearing Black Coats, White Shirts, And Black Trousers In Court Premises”

JAMMU & KASHMIR: The Jammu & Kashmir High Court Bar Association at Jammu has prohibited clerks, litigants, and the public from wearing black coats, white shirts, and black trousers within the court complex, to prevent misuse of the advocate’s official attire.

The notice, dated July 19 and signed by Bar Association Joint Secretary Anshu Mahajan, states that:

“It is hereby notified that no clerk, litigant, or member of the general public is permitted to wear a white shirt, black pants, and black coat during their visit to the Court Complex. Anyone found violating the said notification shall be treated as a tout, and appropriate action under law shall be initiated against the violator, including filing of formal complaint against such persons.”

The traditional black-and-white attire is universally recognised as the professional dress code for practicing lawyers in India. This uniform carries not just a visual distinction, but a functional one, enabling judges, staff, and litigants to easily identify members of the legal profession.

However, the Bar Association noted increasing concerns about misuse and impersonation of this dress code by unauthorized individuals. According to the Association, such acts create confusion and open the doors to unethical and unauthorized conduct within court premises.

The Bar Association also addressed the conduct of legal interns. While interns are allowed within the court premises, they have been asked to wear formal uniforms and must refrain from wearing the ‘band’, the distinctive white neck accessory that is reserved solely for practicing advocates.

Interns must wear a black necktie instead and maintain courtroom decorum at all times.
