Today, On 23rd June, The NHRC has taken suo motu cognizance of the brutal gang-rape of a 20-year-old girl in Gopalpur, Odisha, saying the incident may “raise a serious issue of violation of human rights,” and issued notices.

The National Human Rights Commission (NHRC) of India has initiated suo motu action following a media report regarding a distressing incident in Ganjam district, Odisha.
The NHRC stated,
“The contents of the media report, if true, raise a serious issue of violation of human rights.”
Due to the gravity of this incident, the NHRC has acted promptly on its own accord.
The Commission has issued notices to both the Chief Secretary and the Director General of Police (DGP) of Odisha, requesting a comprehensive report within two weeks.
According to the NHRC,
“The report is expected to include the status of the investigation in the case, the victim’s health and compensation/counseling, if any, provided to her by the state authorities.”
The media report that prompted the NHRC’s action was published on June 16, 2025, and stated that the victim was taken to MKCG Medical College and Hospital in Berhampur for her medical examination.
The NHRC has made it clear that this incident constitutes a serious violation of human rights if the details in the report are accurate. The Commission is also taking measures to ensure the victim receives appropriate medical care, counseling, and compensation from the state government.
Earlier, The National Commission for Women (NCW) has taken immediate notice of a deeply troubling incident involving the gang rape of a 20-year-old student at Gopalpur beach in Odisha.
The Commission has expressed strong disapproval of the situation and is actively working to ensure that the victim receives justice and support.
On June 15, 2025, a 20-year-old female college student was reportedly gang raped by approximately 10 men at Gopalpur beach. The student had gone to the beach with a male companion to celebrate a festival when the accused allegedly overpowered her friend and assaulted her.
Ten men have been arrested in connection with the alleged gang rape of a young woman near Gopalpur beach in Odisha’s Ganjam district. The incident reportedly occurred while the woman was visiting the beach with a male friend. According to police, all the suspects are from the Hinjilicut area. They allegedly gang-raped the woman on Sunday around 8:30 PM after noticing her and her friend sitting in a secluded location.
Deputy Chief Minister Pravati Parida expressed her sorrow over the incident on her X handle, stating,
“I am deeply saddened by the incident of gang-rape of a young woman at Gopalpur beach. So far 10 people have been arrested. I have spoken to the SP regarding this incident and have ordered a thorough investigation and necessary steps to ensure that such incidents do not recur in future.”
The accused reportedly restrained the male friend, assaulted him, and took photos of both individuals, threatening to make them public unless they paid a ransom. They then took the woman aside and raped her before fleeing the scene.

The police reported that the suspects dragged the woman’s friend away and tied him up while others took turns assaulting her. The rape survivor is a college student from a nearby district, currently residing at a private mess in Berhampur. She had gone to the beach with her classmate, who is also her friend.
Gopalpur beach is a popular tourist destination in Ganjam district, attracting visitors from various locations.
A medical examination of the victim has been completed, and an investigation is ongoing to determine the details surrounding the crime.
By initiating this suo motu action, the NHRC reaffirms its commitment to safeguarding the fundamental rights and dignity of all citizens, particularly women and girls who suffer from such heinous acts.
