The Coordination Committee of All District Courts Bar Associations of Delhi has issued a circular titled “Initiative to Enhance the Pecuniary Jurisdiction of Delhi District Courts”, urging immediate revision of the current pecuniary limit to tackle pendency effectively.

New Delhi: The Coordination Committee of All District Courts Bar Associations of Delhi has issued a circular titled “Initiative to Enhance the Pecuniary Jurisdiction of Delhi District Courts”, calling for an urgent revision of the current pecuniary limit.
The Committee highlighted that the pecuniary jurisdiction of Delhi District Courts was last changed in 2015, when it was fixed at Rs.2 crores, and has not been updated for a decade.
The circular notes that since 2015, property prices and commercial values in Delhi have increased many times, but the jurisdiction of the District Courts has remained unchanged.
It points out that courts in nearby regions such as Noida, Ghaziabad, Faridabad, and Gurugram already have unlimited jurisdiction, and the Bombay High Court also raised its civil pecuniary limit to Rs.10 crores in January 2023.
The Committee said it is not reasonable for Delhi, which is the national capital and home to leading judicial institutions, to continue with an outdated ceiling.
The circular asks a strong question,
“Why should Delhi the capital of the country and the seat of the nation’s premier judicial institutions lag behind?”
Advocates practicing across the District Courts of Delhi have made a firm and united demand to increase the pecuniary jurisdiction to unlimited, or at least to Rs.20 crores.
The Committee explained that the existing cap of Rs.2 crores is not practical anymore and causes serious challenges for both lawyers and litigants.
The circular states:
This outdated cap has resulted in:
• Unnecessary and heavy pendency before the Hon’ble High Court of Delhi;
• Delay in the dispensation of justice to litigants; and
• Violation of the basic principle that trials must be conducted before the Trial Courts.
The Committee said that the issue is not just administrative but is directly connected to the dignity, efficiency, and proper functioning of the District Judiciary and the Bar. It stressed that this is the time for unity and collective action.
The Coordination Committee has unanimously decided to launch a joint movement demanding immediate enhancement of the pecuniary jurisdiction.
As part of this initiative, meetings, programs, and open discussions will be held in every District Court in Delhi, with active participation from the respective Bar Associations.
The first program under this collective campaign will take place at Patiala House Courts, organized by the New Delhi Bar Association, on Saturday, 15th November 2025, at 2:30 p.m.
The Committee has appealed to all District Bar Associations to extend full cooperation and to hold similar programs in their courts soon after.
The circular ends with a call for collective strength,
“Let us, as members of the legal fraternity, rise together with one voice and one purpose to demand justice for the institution of District Courts and for every litigant who deserves timely, local, and affordable justice. It is time to move forward with unity, strength, and conviction.”
