Chief Justice of India Surya Kant today opened the new SCAORA office inside the Supreme Court building. The move aims to improve facilities and coordination for Advocates-on-Record who handle filings in the apex court.

Delhi today witnessed an important moment in the Supreme Court as Chief Justice of India Surya Kant inaugurated the new office of the Supreme Court Advocates-on-Record Association (SCAORA) inside the main building of the apex court.
The inauguration marks a significant step towards improving facilities and administrative support for Advocates-on-Record, who play a vital role in filing and conducting cases before the Supreme Court.
The new SCAORA office will function as a dedicated space for coordination, professional activities and welfare of Advocates-on-Record.
This move is seen as strengthening the institutional framework of the Supreme Court by giving proper infrastructure to the association that represents lawyers authorised to file cases before the top court.
Justice Surya Kant recently took oath as the 53rd Chief Justice of India, administered by the President of India at Rashtrapati Bhavan.
After assuming charge, he began his tenure by introducing procedural discipline and emphasising efficiency in court functioning.
SCAORA, which was formed in 1985, represents Advocates-on-Record who alone have the right to file cases in the Supreme Court under the Supreme Court Rules.
These advocates act as an essential link between litigants and the country’s highest judicial body, ensuring accountability and procedural compliance.
During his interaction with members of the Bar on an earlier occasion, Justice Surya Kant was warmly welcomed by the SCAORA President.
A lawyer described him as “a farmer’s son who has become the CJI”, drawing appreciation from those present. The Chief Justice responded with humility, saying,
“Thank you. I can see young lawyers from Chandigarh also.”
Soon after taking over, CJI Surya Kant made it clear that oral mentioning of cases for urgent listing should not become a routine practice.
He stated:
“If you have any urgent mentioning, give your mentioning slip along with the cause of urgency; the registrar will examine and in those matters, if we find an element of urgency, will take it up.”
He further clarified the limited situations where oral mentioning may still be allowed, saying:
“Unless there are extraordinary circumstances involved, when somebody’s liberty is involved, there is a question of death sentence etc, then only will I list it. Otherwise, please make a mention… the registry will take a call and list the matter.”
The inauguration of the new SCAORA office today reflects the Chief Justice’s broader vision of improving judicial administration, enhancing lawyer support systems and promoting an organised functioning of the Supreme Court.
By providing a permanent workspace within the court premises, the move is expected to help Advocates-on-Record work more efficiently and maintain better coordination with court authorities.
