“Won’t Wait for Centre”: AAP | Delhi Govt To Introduce New Law To Regulate Coaching Centres

The Delhi government will bring a new law to regulate coaching centres in the national capital after flooding horror claimed lives of three UPSC aspirants, said AAP minister Atishi. “Delhi government will constitute committee comprising officials, students to formulate regulations for coaching centres,” she said.

NEW DELHI: Delhi Minister Atishi announced that the AAP government plans to introduce legislation to regulate coaching centres following the tragic death of three civil service aspirants who drowned in the basement of a coaching centre in Old Rajinder Nagar.

At a press conference with Delhi Mayor Shelly Oberoi, Atishi revealed that the basements of 30 coaching centres have been sealed, and 200 institutes were served notices in response to the incident at Rau’s IAS Study Circle coaching institute.

“We will listen to the demands of the students, we will hold a meeting with them soon and after that, we will bring the Coaching Institute Regulation Act,”

-Shelly Oberoi stated.

Atishi elaborated that the AAP government would form a committee including officials and students from coaching hubs to develop these regulations.

Citing a preliminary report by the MCD, Atishi identified encroachment on drainage areas by coaching centres as the primary cause of the incident, which prevented floodwater from receding.

“The drain was encroached upon by all the coaching centres there because of which the water was not going down,”

-Atishi explained.

The preliminary investigation indicated that the drainage system was heavily clogged with silt. Additionally, the basement, which was supposed to be used for storage, was being used as a library without proper clearance from the authorities.

Atishi disclosed that the junior engineer responsible for preventing such encroachments was “permanently terminated” by the MCD, and the Assistant Engineer has been suspended.

“The magisterial report will come in six days and for those who will be found responsible, strict action will be taken,”

-she asserted.

In the past three days, illegal encroachments by coaching centres have been removed by bulldozers.

The three IAS aspirants who died were Shreya Yadav from Uttar Pradesh, Tanya Soni from Telangana, and Nevin Dalwin from Kerala. They lost their lives when the basement of the coaching institute flooded following heavy rain on July 27.

To date, seven people have been arrested, including the owner and coordinator of the coaching institute.

The Union Home Ministry has also formed a high-level committee, led by an Additional Secretary, to investigate the incident.
