NEW DELHI: The Delhi High Court recently imposed a fine of Rs 10,000 on advocate Ravi Kumar for casting aspersions on a judge who had previously dismissed his petition in a recruitment matter.
The Bench, comprising Justices C. Hari Shankar and Girish Kathpalia, dismissed Kumar’s review petition, finding “no error apparent on the face of record” that would justify revisiting the previous ruling.
Kumar, representing himself, challenged the Court’s earlier decision, alleging multiple factual inaccuracies. However, the Court found his claims meritless and criticized him for selectively “cherry-picking” sentences from the judgment to support his arguments, disregarding the overall context.
Brief Facts
The case originated from a ruling by the Central Administrative Tribunal (CAT), which had rejected Kumar’s application for an Administrative Officer position at ISRO, despite his claim that he scored the highest in the written exam. CAT found that ISRO had adhered to its selection criteria, and a subsequent challenge to this decision was dismissed by the High Court in 2018.
In his review plea, Kumar alleged that the 2018 judgment contained errors related to the normalization method and the interpretation of his marks. The Court found no merit in these allegations, viewing them as an attempt to “overawe” the judiciary.

The Court also reprimanded Kumar for using “outrageous” language, which suggested that the initial judgment was hastily authored. It noted that despite previous warnings, Kumar continued to make accusations, including alleging that the Court had “copy-pasted” CAT’s observations in its judgment. Ultimately, the Court dismissed the review plea as frivolous, emphasizing that a review is not meant to reargue a case but is reserved for clear, patent errors.
Along with dismissing the review petition, the Court ordered Kumar to pay ₹10,000 to the Delhi High Court Legal Services Committee.
