KERALA: The Kerala High Court has issued a crucial ruling regarding the conduct of the upcoming Global Ayyappa Sangamam event at Pamba, scheduled between September 16 and 21. The Division Bench of Justices Raja Vijayaraghavan V and KV Jayakumar directed both the State and the Travancore Devaswom Board (TDB) to ensure that the sanctity of the Sabarimala temple remains unaffected and that the rights of ordinary devotees are safeguarded.

Background of the Case

The petitions filed by devotees and religious bodies had raised concerns about the political nature of the event, alleging misuse of Lord Ayyappa’s name and possible misappropriation of temple funds. They also questioned the involvement of the State and TDB, particularly with claims that individuals opposing Sanatana Dharma may participate. However, the Court permitted the event to go ahead, subject to strict safeguards.

Key Directives Issued by the Court

  1. Sanctity of Temple and Pamba River: No activity related to the event should compromise the sanctity of the temple or the sacred Pamba River.
  2. Environmental Protection: Any structures set up must be minimal, eco-friendly, and not cause environmental damage. Plastic bottles, cups, and other non-biodegradable items are prohibited.
  3. Uninterrupted Religious Rituals: Regular temple ceremonies, pilgrim settlements, and religious rituals must not be disrupted during the event.
  4. Pilgrims’ Rights and Experience: Facilities for ordinary pilgrims should not be obstructed due to the participation of dignitaries, including Chief Ministers and international guests. Security measures must not hinder temple access.
  5. Financial Transparency: Detailed, transparent accounts of all expenses, including travel and accommodation, must be maintained. Contributions from sponsors should be audited, with reports submitted to the Special Commissioner Sabarimala within 45 days.
  6. No Privileges or Special Treatment: All attendees must be treated as devotees. Issuing privilege cards or providing preferential treatment is strictly prohibited.
  7. Crowd Management and Safety: A comprehensive crowd management plan must be executed, ensuring smooth movement, parking facilities, and medical/emergency services for devotees.

Court’s Observations

The Court emphasised that the spiritual experience of Sabarimala pilgrims is paramount. While the event may showcase Sabarimala as a global pilgrimage centre and promote the universal message of Thathwamasi, it must not come at the cost of environmental sanctity, financial accountability, or the rights of ordinary devotees.
