NEW DELHI: Today(on 30th April),The Delhi High Court Bar Association (DHCBA) has recently filed a plea before the Delhi High Court, requesting immediate action to address the pressing issue of limited space and inadequate infrastructure in the High Court. The plea aims to create more courtrooms, lawyers’ chambers, and other essential facilities to accommodate the growing demands of the legal community.
During today’s hearing, Justice Subramonium Prasad presided over the proceedings and subsequently transferred the case to a Bench led by Acting Chief Justice Manmohan.
The Division Bench is scheduled to convene on May 1.
The DHCBA, led by its secretary Sandeep Sharma, has urged both the Central government and the High Court of Delhi to promptly address the need for additional space. They emphasize the importance of meeting infrastructural requirements to support the expansion of the High Court, as well as the DHCBA itself.
In the plea, the association has emphasized the urgency to establish more courtrooms, lawyers’ chambers, parking spaces, record room facilities, and other essential amenities. They propose achieving this through the redevelopment of the adjacent land located at Bapa Nagar.

It has been brought to attention that the area currently houses old residential quarters for government employees. Thus, the government should be directed to relinquish the entire land of Bapa Nagar to support the infrastructural expansion of the Delhi High Court.
The plea further highlights the current challenges faced due to the lack of sufficient parking space. Sher Shah Road, Bapa Nagar, residential area, Subramanium Bharti Marg, Justice Sunanda Bhandare Marg, and other neighboring areas near the Delhi High Court are engulfed in chaos after 9 AM on any working day. The ingress and egress become extremely challenging once the day’s proceedings are underway. The surge of advocates, litigants, and other individuals visiting the court premises inevitably causes significant inconvenience to the residents of Bapa Nagar, as the lanes become severely congested due to the overflow of parked cars.
In their plea, the DHCBA states-
“Due to insufficient regular parking facilities, Sher Shah Road, Bapa Nagar, residential area, Subramanium Bharti Marg, Justice Sunanda Bhandare Marg, and neighboring areas near the Delhi High Court experience chaos after 9 AM on any working day. Exiting and entering becomes extremely challenging once the day’s activities commence. Additionally, the influx of advocates, litigants, and other individuals causes significant inconvenience to Bapa Nagar residents, as the streets become congested due to car parking.”
The association is committed to resolving these challenges and ensuring a more streamlined and efficient functioning of the Delhi High Court. By addressing the urgent need for additional space, the court can accommodate the increasing number of cases and facilitate a smoother process for all stakeholders involved.

The plea filed by the DHCBA serves as a call to action for the Central government and the High Court of Delhi to recognize the gravity of the situation and take immediate steps to provide the necessary infrastructure for the expansion of the High Court. This includes the establishment of more courtrooms, lawyers’ chambers, parking facilities, record rooms, and other essential amenities.
The redevelopment of the adjacent land at Bapa Nagar offers a viable solution to meet the infrastructural requirements. By utilizing this space, the High Court can alleviate the burden on the existing facilities and create a more conducive environment for legal proceedings.
